If your character happens to have heard of the Jeeves stories by P.G. Wodehouse or has seen the television adaptation or is particularly an Anglophile in their canon, they're free to recognize Bertie, and side-eye him. Please don't tell him he's fictional, though.

Hackers, hack away. Bertie is from the 1920s and is just delighted by magic and flying and everything. He has absolutely no idea how it all works and that's marvelous. He also has trouble preparing a pot of tea even with an instruction manual, so...
Romance
Sure! Bertie's canon regularly has him becoming involved in romantic entanglements that he doesn't want. He's gallant by nature and has a lot of trouble saying no to girls because of his personal Code. I do headcanon him as gay, though, with side helpings of repression and denial courtesy the standards expected of a 1920's uppercrust English gentleman. Take that as you will, likely fillies and stallions.
